This many years later theres nothing to go on that I can find besides opinion

art is that it's overdesigned, while other cards like Penguin Soldier seem half-baked

The natural scarcity of the Aquapolis set, combined with its age, has made it a very desirable set in the modern age of Pokmon TCG collecting, and just like most releases from that decade, it's considered one of the holy grails in the collectibles space at the moment

This card provides a cool way for Creature decks with lots of Creatures that share a type to essentially polymorph small Creatures that deal combat damage into something else
